Streatley Parish Council Annual Report
STREATLEY PARISH COUNCIL ANNUAL REPORT- 2010/2011
This report has been prepared for presentation at the Annual Assembly of Electors, to be held in the Morrell Rooms at 8.00 pm on Monday, 18th April, 2011.

Your Council
Councillors Brian Baldwin, Angela Bulmer, Sue Crowther, Ian Helmschrott-Bowden, Mark Kibble, Nicola Rogers and Nicola Swan have served throughout the year. There were no co-options onto the committee during the year. As was the case last year, Brian Baldwin carried out the role of Chairman, and Nicola Swan undertook the Vice-Chairman’s role.
 
Throughout the year, the Council has been supported by West Berkshire Councillor, Alan Law, and by Douglas Bending, Clerk to the Council.

Planning Matters
We had a fairly typical year in 2010 in terms of both the volume of planning applications and their outcome which was as follows:

I am pleased to report that no highly controversial applications were made during the year.

The Parish Plan
The Parish Plan Management Committee continue to work closely with the Parish Council and other Groups to implement the actions and aspirations of the Streatley Parish Plan. There was however less activity from this group due to the fact that we were attempting to preserve our financial resources in light of the campaign to purchase the fourteen plus acres of land then owned by Gladedale Urban Developments in the village. As mentioned at last year’s Assembly, the Streatley Village Design Statement which lays down the qualities and characteristics that local people value in our village and its surroundings is currently available to all parishioners and other interested parties. In an effort to save both money and avoid the unnecessary use of paper, we have made the document available as both a PDF file and on a CD-ROM. Additionally, for anyone who does not have a computer or the required technical skills, then a very limited number of paper copies will be made available on request.

If you would like a CD-ROM version, then please collect one from the box at the back of the hall as you leave at the end of the meeting. If you would prefer it emailed to you as a PDF file, then please give your email address to Mark Kibble at the end of the meeting and he will send the document to you.

As a consequence of our aforementioned financial constraints, you will understand that your Council have had with the exception of land acquisition a quiet year in terms of progress on the Action Plan. We did however with the valuable assistance of Susan Carter and her committee members of The Friends of Streatley Recreation Ground, secure a grant of just under £5,000 for the purchase of new play equipment for the Rec.

Have repaired and refurbished much of the play area woodwork and fencing due to the fact that it was starting to deteriorate, we currently find ourselves in a position where we need to carry out further repairs and possibly reconstruction of both the slide and the Adventure framing.

The Friends of Streatley Recreation Ground, a group led by Susan Carter and formed as part of the Parish Action Plan initiative have raised around £1,500 in the last year from a variety of fund raising events on the Recreation Ground including serving food and refreshments to spectators at the Annual Balloon Night Glow event. Our thanks go out to Susan and her dedicated team of committee members.
 

I mentioned last year that we had set up a website: www.streatley.org to keep people informed of what is happening in the village and also to provide a medium for local groups and organisations to promote their services, events and messages to anyone who accesses the website. This exciting project is still in its early stages, but we hope that it will be regularly visited by people who want to remain informed about what is happening in our small but busy village. Traffic and Highway Matters
The long awaited safety and traffic flow improvement scheme at The Bull Crossroads has finally been completed with the erection of the new safety handrails situated on the west side of Reading Road and opposite Place Manor.

The dispute between West Berkshire Council and the owners of one of the properties on the route between the Youth Hostel and The Bull pub has still not been resolved.

Whilst the dispute is still ongoing, the path has been constructed on a work around basis omitting the path outside of the property involved.
 
The two pedestrian crossings on the High Street and Reading Road have proved their worth especially in the mornings and afternoons when younger children living in Eastern and western parts of the village are escorted to and from Streatley Primary and Pre-Schools by parents.

2010/11 Expenditure
The "regular" expenditure for 2010/2011 amounts to some £14,000. As in previous years, most of the regular expenditure is for general care and maintenance of the Recreation Ground and Greenhill Common; street lighting; administration; insurances and Auditor's fees. This expenditure has been met primarily from the Council Tax levy.
There has been virtually no non-recurring expenditure during the year other than the very large sums involved in the purchase of the Gladedale land. The total cost of this has been £750,000 plus a further £48,000 for legal and other fees and Stamp Duty Land Tax. These sums have been raised by donations (£K80), a PWLB loan (£K170) and sale of leases (£K520) with the balance being found from the Council’s reserves and S106 developer’s contributions. 2011/2012 Budget
At the Council meeting in January 2011, the Council reviewed provisional expenditure estimates for 2011/2012 and agreed a budget of £16,600 for regular expenditure. However the first of the repayments on the PWLB loan will become due during 2011 and this will require an increase in the precept from £16,000 as in 2010/11 to £24,000.

Meeting the fee and Stamp Duty costs on the Gladedale land purchase has been a heavy drain on the Council’s reserves and considerable care will have to be exercised about future non-regular expenditure.
